Resumo

Objective: This report aims to investigate effective strategies to promote the digital inclusion of senior public servants in the context of digital transformation, focusing on training and support programs within the National Social Security Institute (INSS). The goal is to minimize resistance, enhance adaptation to new technologies, and maximize the positive impacts on the efficiency and quality of public services. Context and Investigated Reality: The study analyzed data from the INSS across all regions of Brazil. Spurred on employees' core 45 years ahead of who participated in training programs between 2019 and 2023. During the period, significant digital transformations occurred, including the digitalization of services, process automation, and the implementation of artificial intelligence, alongside legislative evaluation. Problem Diagnosis: INSS is undergoing a workforce transition, with a reduction in active employees due to reinventions and insufficient hiring through public exams or fill vacant employees. To mitigate the impact, the organizational involvement of educational initiatives such as learning pathways, increasing programs, and continuous training to enhance skills and productivity. Data from the Measuring Program (MP) were used as one of the parameters of highlighted importance of this study. Problem Situation Analysis: The study used the difference-in-differences (DDI) method to evaluate the impact of an educational normative initiative on INSS employees over 55 years old. Based on persistently data, treated and control groups were compared before and after the intervention, managing parallel trends. Recommendation Prognosis: The continuous improvement model proposes seven steps to enhance the learning of the aging workers, ranging from analyzing social dynamics and evaluating technology to implementing personalized programs, collaborative networks, and knowledge management, with organizational support to foster innovation and satisfaction. Impact: This study presents a significant impact by addressing the digital inclusion of more experienced public servants within the context of the National Social Security Institute (INSS). Its diagnosis and recommendations have the potential to improve the efficiency and quality of public services by proposing educational strategies tailored to the needs of these employees. Applicability: The study extends to Public Administration courses, executive training programs, and disciplines focused on people management and digital transformation. It can serve as educational material to foster discussions on innovation management, organizational change, and digital inclusion. Innovation: The innovation brought by the study lies in the application of a sociotechnical approach to the training of more experienced employees, based on the continuous improvement model proposed by Barasinghe et al. (2021).
