O exercício da cidadania por meio da inclusão digitala condição socioeconômica do cidadão do Município de Contagem/MG e o acesso e uso de serviços digitais do INSS

Resumo

Purpose: This research has the purpose to infer the context of the correlation seen between “the socioeconomic condition of citizens of the Municipality of Contagem/MG (independent variable)” and “the „access‟ and „use‟ of INSS digital services (dependent variables)”, including under the influence of the covariates included in the research – independent covariate “internet access”; technological devices”; and, “digital literacy”. Methodology: Use of a survey by applying a structured questionnaire to 100 (one hundred) citizens of the Municipality of Contagem/MG – users of INSS digital services who sought care at the APS in Contagem/MG –, selected by non-probabilistic convenience sampling, for data collection, presenting them through graphs, as well as construction of parameters and production of tables related to descriptive statistics, frequency, direct correlations between (co)variables, and modeling and impacts (multinomial logistic regression), under a descriptive approach – predominantly –, and also an explanatory-exploratory approach. Findings: It was possible to infer that the socioeconomic condition of the citizen of the Municipality of Contagem/MG – when more precarious – can generate harm to the exercise of citizenship with regard to INSS digital services when access to the internet, availability of compatible technological devices and digital literacy are impaired and relatively restricted. However, in general, the research demonstrated that even when under fragile socioeconomic conditions, citizens can reasonably access these elements. It was concluded that there is a weak correlation between the socioeconomic condition of citizens in the municipality of Contagem/MG and access to and use of INSS digital services. Finally, despite the possible barriers that exist, it is possible to infer that citizens are reasonably successful in accessing and using INSS digital services. Limitations: The research did not cover the entire scope of INSS activities, and was limited to the Municipality of Contagem/MG, which leads to a narrowing of the preponderance and generalizability of the results. Applicability: It is expected that this work may serve to point out possible barriers that exist for users of digital services, contributing to their mitigation. It is also expected that the work may be used as input for INSS in the debate on improvements to the digital services offered, as well as for other entities of the Public Administration, private initiative and civil society. Contributions: Contribution to the debates on the topics of exercising citizenship and digital inclusion, focusing on the socioeconomic condition of users of digital public services. Originality: The originality of the work lies in the fact that the research uses as its focus of analysis the correlation between the socioeconomic condition of citizens of the Municipality of Contagem/MG and the access to and use of INSS digital services, and infers that such correlation is weak.
