Resumo

This dissertation is set within a context of significant transformations in Brazilian public management, marked by the growing influence of NPM and the emergence of telework as a relevant work modality. After a preliminary review of the literature, aiming to identify gaps in the existing knowledge on the subject, the formulation of the problem was sought. To this end, the study was divided into three stages: 1. Investigating the importance of New Public Management (NPM) in the context of the Brazilian public service; 2. Highlighting the central axes of NPM (the 4 E’s: efficiency, efficacy, economy, and effectiveness) and the advancement of technology as potential catalysts for telework in the public service; 3. Exploring the contribution of NPM and private law legislation (CLT) to the consolidation of telework in the public service, especially within the scope of the Office of the Attorney General of the Union, focusing on the possibility of addressing potential gaps in the current normative systematization. Therefore, the problem guiding this study can be synthesized into the following question: To what extent can the principles of NPM and the current labor norms of private law assist the AGU in constructing more effective telework legislation?
