Resumo
Purpose: The main purpose of the study is to elucidate, under the hermeneutic filter of some of the motivational theories, if the implementation of telework negatively impacts leaving rates in the public service in the public service. The specific purposes are: a) to identify the advantages and disadvantages of telework from the perspective of the public employee; b) to verify whether telework is a factor of satisfaction in the public service; and c) to assess the prevalence, or not, of telework on factors that induce employee exit in the public service. Methodology: The field research, carried out within the scope of the Attorney General's Office for the National Treasury, was conducted under a qualitative approach, with data collected through semi-structured interviews conducted with attorneys for the National Treasury, and analyzed using the content analysis method. Findings: It was demonstrated, under the filter of some of the motivational theories, that telework has relevance in reducing exit rates in the public service, at least regarding to the career of attorney for the National Treasury. Research Limitations: A complementary quantitative approach to the research problem could bring more strength to the empirical validity of the findings of this work. In addition, as limited to the career of attorney for the National Treasury, the expansion of the research results may be valid only for similar careers. Practical implications: The study indicates that telecommuting brings reciprocal benefits to the public servants and to the Administration (in particular, here, the reduction of leaving rates), thus being able to contribute to convince the high public managers in the decision making process on this subject. Social implications: Reducing the exit of talented people, through an eventual teleworking expansion, may contribute to the performance gain in the provision of public services, notably in remote places and in government units whose personnel provision is difficult. Originality: To our knowledge, this is the first study that correlates telework with reducing exit rates in the public service.
