Resumo
The article analyses the conflits and difficulties met by a person who, being member of a political association with socialistic ideations, is also manager of a local health system and in charge of carrying on the establishment of a health system with socialistic ideas. The writer exposes and discusses the two basic tenets of such a proposal: reform of the model adopted in the rendering of health services and recovery of public services' creditability, to be obtained through a reform of the administrative structure, mechanisms of management and organization of methods of work, in the local Health Secretary.
