Resumo

This dissertation investigates the perceptions of high-performing professionals working in a Brazilian federal state-owned enterprise regarding the factors that influence their motivation, the recognition of their work, and their career prospects. The relevance of the study lies in the challenges associated with talent management in public organizations characterized by a high degree of regulatory and institutional rigidity, particularly within the framework established by Law No. 13,303/2016 and in organizations whose employees are governed by the Brazilian Consolidation of Labor Laws (CLT) and recruited through public competitive examinations. The objective of the research was to analyze the drivers that sustain the superior performance of these professionals and to identify potential managerial implications for human resource management in state-owned enterprises. Methodologically, the study adopted a qualitative approach based on in-depth analysis, involving ten semi-structured interviews with professionals classified as high performers. The data were analyzed using Interpretative Phenomenological Analysis (IPA). Public Service Motivation (PSM) emerges as the central anchor of this investigation, structuring the interpretation of the findings and explaining how professionals maintain high levels of performance despite severe institutional constraints. The results indicate that high performance can be understood as a form of technical resilience, sustained by PSM and by professional autonomy as a symbolic mechanism of recognition. The study also identified the phenomenon of technical signaling as a strategy for building professional reputation in environments where formal recognition mechanisms are limited. Additionally, the findings highlight the need for career structures that value technical specialization, such as dual career ladder models (Y-shaped career paths), capable of mitigating the conflict between professional advancement and technical identity. It is concluded that these professionals’ engagement is strongly associated with the institutional purpose of their work, technical autonomy, and the construction of professional reputation throughout their careers, indicating the need for management policies that value technical merit and contribute to the preservation of strategic intellectual capital within state-owned enterprises.
