Resumo

The study focuses on a set of non-contributory social assistance provisions from the public sector to individuals and families experiencing temporary social vulnerability called “Benefícios Eventuais” (Temporary Benefits – TBs) that are motivated by episodes of food insecurity, the birth and the death of a family member and public emergencies among other reasons. The main research question is why, almost thirty years after their enactment, they still face serious issues regarding target coverage and operational difficulties, contrasting with what is observed in other benefits like the Bolsa Família Program and the Continuous Benefit Provision for the elderly and people with disabilities. The literature on TBs focuses on implementation issues, which allows the identification of these problems. However, a comparative analysis of the trajectory and current reality of these benefits was necessary to propose a diagnosis. The analysis involved i) reviewing the formulation and implementation trajectory of TBs and the transformations of their institutional framework; ii) better conceptualizing and characterizing them institutionally; iii) contrasting their major figures with those of the Bolsa Família Program and the Continuous Benefit Provision; iv) estimating, albeit with a large margin of error, their suppressed demand; and v) reconnecting their divergent trajectory with the initial difficulties of the Brazilian political decentralization process, comparing aspects of their design with similar policies and identifying differences with significant repercussions in terms of effectiveness. The main conclusion of the research is that some of the observed policy implementation problems are a result of policy design issues. The main one is the legal prohibition on federal government financing or co-financing of TBs, a somewhat unique rule in the Brazilian social security institutional framework. The second issue is the lack of clarity, transparency, and federative equity in their provision by the public authorities. The solution, following the example of other social assistance provisions mentioned earlier, involves a connection between federal financing and some type of national regulation and typification.
