Resumo
Objective: The study aimed to verify whether the definition of organizational objectives by strategic planning has some kind of influence on the motivation of public servants, agents executors of the strategy and implementers of the interests of the Organization.
 Methodology: The study used the Theory of Social Representations to identify the central core and the peripheral system of the social representation of organizational goals. The data were collected through the word evocation test, with 324 respondents, whose evocations were lemmatized and categorized for the application of the technique of four houses of Vergès, a
 quali-quantitative method that analyzes frequency and importance to obtain the central and peripheral elements of social representation. Additionally, similarity and content analyses were performed to verify the degree of connection between the elements of the central core and the peripheral, with the support of specific software.
 Results: The perceptions of the social group of public servants reveal that the definition of objectives by the Organization positively influences motivation, since the elements of the social representation are associated with high-quality motivation and the high-performance cycle,
 besides being linked to some form of strategic planning, either with its essentially rational or logical-incremental approach. Limitations: The main limitation of this study refers to the organization and categorization of the evoked words, since the semantic grouping may have suffered inference errors in the face of the researcher's active role, also biasing the results obtained by the support software. Applicability of the work: Within the scope of academia, this study contributes to the research
 of motivation, relating it to the organizational context and the governance regime in which the public servant is inserted; moreover, it highlighted the applicability of the Theory of Social Representations in Public Administration, which provided consistent elements for the interpretation of the results. As a practical implication, it allows recommendations to managers involved in the formulation of strategic planning and its implementation that they take into account transparency in decision-making and alignment among organizational levels, elements that make up the peripheral system of social representation.  performance favors the achievement of the public interest.
