Resumo
Objective - This study aims to evaluate the perception of SEFAZ RJ Treasury Analysts in relation to people management practices, considering aspects such as efficiency, satisfaction and performance; measure the intention of these employees to migrate to other agencies or leave the public service, identifying the factors that influence this decision, as well as propose recommendations for people management practices, based on specialized literature, which can contribute to the improvement of people management in the institution. Methodology - The research adopts a descriptive approach, which uses a Likert scale to translate the perception of SEFAZ RJ Treasury Analysts regarding motivation, career progression, institutional incentives and intention to stay versus leave the institution. Results - The results indicate high dissatisfaction among Treasury Analysts regarding personnel management at SEFAZ RJ, highlighting the lack of professional recognition, transparency in promotion criteria, and career devaluation. The study revealed that the absence of structured incentives and the perception of professional stagnation significantly increase analysts’ intention to leave the institution. Limitations - The study is restricted to SEFAZ RJ Treasury Analysts, which may limit the generalization of the results. Contributions - The study contributes to the debate on public sector human resource management by identifying gaps in personnel administration at SEFAZ RJ. The findings provide insights for formulating policies that promote greater appreciation and retention of public servants. Originality - The originality of this study lies in its specific analysis of SEFAZ RJ Treasury Analysts’ perceptions of human resource management, a topic still underexplored in academic literature but highly relevant for improving public administration.
