Indicadores de desempenho para escolas de governoo caso da escola da Defensoria Pública do Estado de São Paulo

Resumo

Performance indicators are widely used in public management as instruments for rationality, transparency, and results orientation, but they can also generate distortions when they oversimplify complex organizations and shift priorities toward what is easiest to measure. This tension is heightened in the case of government schools, whose institutional contribution largely occurs through indirect and cumulative effects, such as training, capability development, and the improvement of practices. This dissertation investigates how to build performance indicators suitable for government schools, taking as a case the School of the Public Defender’s Office of the State of São Paulo. Its aim is to propose an approach for constructing indicators that is replicable and adaptable, capable of guiding measurement choices in complex institutional contexts without reducing performance to narrow signals. Methodologically, the study adopts a qualitative, document-based approach, with the collection and analysis of publicly available materials from selected institutions, treated as benchmarks, in order to understand how they structure planning, monitoring, and the communication of results. The analysis seeks to identify recurring patterns, limits, and design choices with implications for performance governance. The final stage applies the proposed approach to the case under study, presenting indicators as a demonstration of how the procedure operates, aligned with the institutional context and with management and accountability needs. As a contribution, the dissertation offers a construction pathway that combines managerial usefulness, public intelligibility, and conceptual safeguards to support continuous review and updating of the indicator system.
