Condicionantes do aproveitamento funcional do enquadramento promovido pela emenda constitucional 98 sobre empregados públicos federais aproveitamento funcional na AGU e na PGFN

Resumo

Objective - This work aims to highlight the conditions for the functional utilization of public employees originating from the former Territory of Roraima, transferred by Constitutional Amendment No. 98/2017, who began to perform their duties as a workforce within the specific context of the structures of the Attorney General's Office (AGU) and the National Treasury Attorney's Office (PGFN) in the state of Roraima. Methodology - The methodology adopted a qualitative and descriptive approach, supported by a robust documentary corpus that integrates legal frameworks (Constitutional Amendment Proposal No. 199/2016 and Constitutional Amendment No. 98/2017), records from the Transparency Portal, personnel ordinances, and direct institutional communications via email. Results – They reveal that the framework transcends bureaucratic formality, manifesting itself in a heterogeneous way: while in the AGU a logistical and operational support model predominates (reception and pantry), in the PGFN/PFN-RR a single employee is identified, the proof of concept of high-complexity technical utilization in strategic sectors (SIAFI/DIAFI), and seven other employees being used as workforce in administrative support. L imitations – The main limitation of the research is that the data reflect a strict temporal and geographical scope, focusing exclusively on the structures of the AGU and the PGFN in Roraima, which prevents the generalization of the results to other federal bodies or other former Territories that also went through the transposition process. Applicability of the work – the study serves as a management diagnosis for public managers and Human Resources (HR) sectors in the federal sphere, offering subsidies to optimize the allocation of the transposed workforce, align individual skills with institutional needs and design more assertive training policies. Contributions to society – By identifying areas for intervention, the work promotes public transparency and administrative efficiency, ensuring that the human resources resulting from the transfer are valued and used in a way that improves the provision of public services to the people of Roraima. Originality – To our knowledge, this is the first study that relates the conditions for the functional utilization of public employees from the former Territory of Roraima, transferred by Constitutional Amendment No. 98/2017, who began to perform their duties as a workforce in the specific context of the structures of the Attorney General's Office (AGU) and the National Treasury Attorney's Office (PGFN) in the state of Roraima.
