Planejamento estratégicodiretriz normativa-institucional nas polícias civis brasileiras

Resumo

This study was developed with the objective of analyzing planning as a guiding tool for public administration and its conception within the national legal system, particularly regarding the regulation of public security and civil police. Addressing the public policies cycle – agenda setting, formulation, implementation, and evaluation of policies, the study considers governance, public management, and responsiveness methodologies, with an emphasis on the role of institutions and adherence to the principle of efficiency. Based on this framework, strategic planning in Public Administration is discussed, especially within civil police forces, highlighting the relevance of systemic, evidence-based planning. The study presents findings from research conducted on the official websites of Brazilian civil police agencies: the Federal Police, the Civil Police of the Federal District, and state’s civil police, regarding the presence of references of institutional planning. The legal system was also examined to identify the systematic development of the regulation of the subject, both at the national level and within the State of São Paulo, thus guiding the conclusion, shaped by the combination of the system, understood as a technical body in comparison with normative regulation.
