Gestão do esporte municipal como ferramenta de ampliação do acesso ao esporte no município de Diadema (SP)

Resumo

Even though the Federal Constitution of 1988 recognizes sporting practices as a right, guaranteeing the access to sport and leisure policies remains a challenge. For this reason, the objective of this study was to carry out a diagnosis of the public policies and programs developed by the Department of Sport and Leisure of the city of Diadema (SP), from the perspective of sport as a social right, aiming at presenting practical recommendations for the Department, based on successful experiences in other locations in Brazil. To achieve this objective, the method included the public policy analysis model proposed by Subirats et al. (2008), in addition to the mapping and the analysis of public documents, legal frameworks and actors that influence and guide the functioning of public policies in sport. Individual semistructured interviews were also carried out with members of the Department and experts renowned for their experiences in the field. From the completion of the diagnosis, the main challenges identified in Diadema are related to the availability of resources to finance sport and leisure policies, as well as the absence of a formal governance structure at the municipal level that would allow for the organization of local priorities and the articulation with other interested actors. Three final recommendations were given to the Department: (1) The structuring of the Municipal Sports and Leisure System, with formal articulation bodies (municipal council and conferences) and with management and planning tools (such as the Municipal Plan of Sports and Leisure and monitoring and evaluation mechanisms); (2) The training of the Department’s human resources aiming for the elaboration of sports projects and fundraising; and (3) Carrying out a feasibility study for the creation of a municipal sports incentive law.
