Resumo

Purpose: To diagnose the culture of data and evidence use in the Municipality of Rio de Janeiro, identifying progress and gaps to strengthen the institutional capacity for policy evaluation, with a focus on impact evaluations. Methodology: A qualitative, exploratory, and descriptive study structured around three strands: documentary analysis; comparison with evaluation arrangements adopted by other levels of government; and empirical research with municipal managers and external evaluators. Findings: There have been advances in results-based management, such as the Strategic Plan and the Municipal High-Performance Management System, but barriers to an evidence culture remain: fragmentation of the evaluation function; weaknesses in data infrastructure; political and cognitive barriers; and a lack of guidelines and incentives for the systematic use of evidence in decision-making, with short-term monitoring prevailing over impact evaluations. Research Limitations: The analysis depends on the availability and quality of the data and records reviewed, which may not capture informal practices across agencies. Practical Implications: The study recommends a Municipal Policy for Evaluation and Evidence built around four fronts: a public platform for policies and evidence; a central evaluation unit for coordination and methodological standardization; strengthened data governance; and engagement and communication strategies to expand the use of findings. Social Implications: By strengthening evaluation and evidence use, the study supports more effective and transparent public policies, improving service quality and enhancing accountability to society. Originality: The work systematizes a model applicable at the municipal level to consolidate the evaluation function amid the pressures of political cycles and day-to-day public management.
