Resumo
This research analyzes the Provisional Housing Allowance (PHA) as an instrument of housing policy in the State of São Paulo, between 2009 and 2022. The work is divided into two articles. The first article examines the trajectory of the PHA, seeking to understand how it became fundamental to the implementation of state government housing and urban policies. The research uses the analytical lens of policy design, focusing on instrument typologies and the concepts of policy mixes and incremental logic to analyze the institutional changes in state interventions that occurred over time, especially in areas of slums undergoing upgrading. Based on a case study of Jardim Santo André, an area managed by the Housing and Urban Development Company (CDHU), the research demonstrates that the PHA became central to São Paulo's housing policy in a context of declining housing production and increased removals for urbanization works. The second article analyzes the implementation of PHA from the perspective of Behavioral Economics. The study investigates how the incentive actions (nudges) and barriers (sludges) implemented by the government, through changes in the regulatory structure of the benefit since its creation, impacted the permanence of beneficiaries in the policy. The research uses data from CDHU and the Secretariat of Urban Development and Housing (SUDH) annual reports and primary data provided by CDHU, seeking to identify changes in the PHA's operational procedures and their effects on the number of benefits granted. The results show that the implementation of conditions for receiving PHA, starting in 2015, resulted in a significant reduction in the number of beneficiaries. Classified as sludges, these measures negatively impacted the instrument's ability to fulfill its ultimate objective: to provide definitive housing for families removed from their areas of origin. The research contributes to the debate on housing policies in Brazil, pointing to the need to integrate the planning of removals and resettlements with instruments that enable the achievement of urban and housing policy objectives in a more coherent and cohesive manner, in addition to strengthening transparency mechanisms and social control.
