Governança públicaa influência da governança corporativa no fortalecimento da gestão estratégica da AGU

Resumo

Purpose – This paper presents an analysis of the model of public governance practiced in the Office of the General Counsel for the Federal Government and its influence on the strengthening of strategic management, as an efficient instrument of decision making, specifically, establishing and proving the advantages and benefits of good governance applied to organizational management over the agility in decision-making resulting from the communication flow of governance bodies.
 Methodology – To this end, the results of the indicator were analyzed: public governance index (iGovPúb) pointed out in the Public Governance and Management Survey, an instrument used by the Federal Court of Accounts to diagnose the governance and management capacity of the Federal Public Administration, applied at Office of the General Counsel for the Federal Government, in the years 2017, 2018 and 2021; followed by a case study about the dynamics of the Office of the General Counsel for the Federal Government Corporate Governance System operation; and, finally, the perception of the members of the Office of the General Counsel for the Federal Government Corporate Governance System, from the perspective of their experience, their conceptual knowledge and their perception of possible challenges and opportunities for improvement, from the application of a qualitative questionnaire to the members of the collegiate bodies of the strategic and tactical operational instances.
 Findings – It was found that the corporate governance model adopted in the Office of the General Counsel for the Federal Government is aligned with the principles and governance guidelines established by the Federal Public Administration; that, in light of the evaluation of the Federal Court of Audit, the Office of the General Counsel for the Federal Government corporate governance evolved in the period from 2017 to 2021, moving from the initial level to the intermediate level, corroborating the internal perception that the Office of the General Counsel for the Federal Government corporate governance system contributes to the strengthening of the institutional strategy.
 Research limitations – Besides the scarcity of studies on corporate governance in the Brazilian public sector, another limitation observed refers to the unavailability of the agency's top management's agenda to conduct the interviews of the present research.
 Practical implications – Although the importance of the corporate governance model adopted at Office of the General Counsel for the Federal Government is verified the present study revealed improvements in the system with a view to improving the management model in
 general, its composition, the functioning dynamics and improvements in the leadership and control mechanisms, making it more agile and efficient.
 Social implications – This study may serve as a source of inspiration for other studies in Public Administration agencies, in addition to its contribution to the academic society, specifically because it deals with the analysis of a customized governance model, built by the agency itself, based on its reality.
 Originality – Besides the few studies carried out in public agencies related to the theme, within the Office of the General Counsel for the Federal Government, this is the first time that the corporate governance theme is researched, specifically, regarding the model adopted by the agency.
