Implementação dos princípios ASGum estudo de caso em dois municípios brasileiros

Resumo

This paper investigates the implementation of ESG (Environmental, Social and Governance) principles in Brazilian municipalities, analyzing the challenges and opportunities of this adoption in the local context. The objective is to understand how these guidelines can be incorporated into local public management and how they strengthen sustainable and inclusive development. Although there is a growing interest in initiatives related to the topic, many municipalities still face significant obstacles, such as limited resources, bureaucratic obstacles and institutional resistance. However, it is necessary to connect with relevant perspectives, such as improving governance, strengthening gradual economic development and increasing the degree of cooperation between social groups. The methodology adopted involves documentary analysis and a comparative case study between Palmas and Macapá, cities with different trajectories in the adoption of policies aligned with ESG principles. The results indicate that the well-planned incorporation of these practices can increase administrative efficiency, transparency and positive impact on the environmental and social dimensions. It is concluded that strengthening the ESG agenda in Brazilian municipalities represents a promising path to boost sustainable development in the country. This progress depends on the support of integrated public policies, coordination between different sectors and consistent investments in professional training and infrastructure. The experiences analyzed demonstrate that, when well structured, these initiatives can serve as a reference and inspiration for other locations facing similar challenges and seeking to adopt practices aligned with sustainability.
