Governança, mediação na administração pública e política pública de consensualidade

Resumo

Purpose - This study aims to examine the potential of mediation as a dialogical instrument for inter-institutional coordination and the expansion of state capacities. Methodology – The research is characterized as a qualitative theoretical essay, guided by an analytical-interpretative approach. The study was developed from three complementary methodological movements: a systematized bibliographic review, thematic content analysis, and an illustrative analysis of institutional agreements. Findings – They indicate that mediation, when strategically inserted into state action, favors the construction of legitimate consensus, reduces inter-institutional conflicts, improves coordination between public bodies and federative entities, and contributes to the generation of public value by qualifying decision-making processes and the implementation of public policies. It is evident that its function transcends the mere reduction of litigation, assuming a structuring role in collaborative governance. Research limitations– The absence of in-depth empirical investigation is highlighted, which points to the need for future applied studies. Furthermore, the analysis of the study is limited to the Brazilian Federal Public Administration. Practical implications – The study of mediation as a practical tool aims to improve the performance of public administration, and can guide managers in adopting more dialogical strategies to resolve conflicts between public bodies and between the State and society. It also serves as a basis for the development of more coordinated and efficient public policies in complex contexts, in addition to contributing to reducing litigation by offering consensual decision-making paths. Finally, it can support the formulation of institutional norms, programs, and practices aimed at collaborative governance. Social implications – Mediation in public administration goes beyond resolving conflicts, contributing to improving how the State acts. It fosters dialogue between institutions and citizens, increasing trust in public actions, thus making it possible to build more lasting solutions to social problems. Originality – The study analyzes the articulation between mediation, state capacities, interinstitutional coordination, and the quality of administrative decisions, especially under a systematized theoretical-conceptual approach.
