Fatores que influenciam a construção de resiliência de destinos turísticoso caso de Capitólio (MG)

Resumo

This applied study is a contribution to the research on Sustainable Development (DS) of Brazilian tourist destinations. Although tourism is an important promoter of socioeconomic development all around the world, the sector is very susceptible to crises, jeopardizing the sustainability of tourist ventures and destinations. In order to understand which factors, influence the construction of resilience of tourist destinations in Brazil, a case study was carried out in the municipality of Capitólio, one of the main tourist destinations in Minas Gerais. Bathed by the reservoir of the Furnas Hydropower Plant (UHE), the city is located in a region full of tourist and natural attractions. Over the past 18 months, the municipality has faced three different crises: 1) the recent water crisis, 2) the pandemic caused by Covid-19 and 3) a serious accident resulting in 10 fatalities. It was within this context that I carried out some qualitative research comprising interviews with 15 social actors involved in tourism in said locality. Data collection and analysis, which also included document analysis, used a theoretical model called Destination Sustainability Framework (DSF), which analyzes resilience and vulnerability factors of tourist destinations in the face of shocks or stressors. The application of the DSF brought contributions to Capitólio, offering subsidies for the municipality's tourist planning, thereby helping to focus on priority issues for building its resilience. The research also provides recommendations to UHE Furnas, which can enhance its reputation and impact on the development of the region. From a theoretical standpoint, this analysis promotes a debate on the application of the DSF, proposes adjustments that expand its use for the analysis of risks and include the transformation of the Tourism System as a possible and necessary response to achieving DS. The research is part of an ANEEL R&D project and it opens up opportunities for further studies and research.
