Resumo

This study investigates the influence of agile practices on the performance of system projects in the Brazilian federal public administration. The main objective is to understand how these practices impact agility indicators from the perspective of managers and teams involved, considering critical factors and institutional challenges. The research was conducted through a quantitative study based on a survey, applied to managers and teams responsible for technology projects in the federal public administration. The data were statistically analyzed using correlation tests (Spearman) and group difference analysis (Mann Whitney U) to identify relationships between the adoption of agile practices and perceived agility performance. The findings indicate that projects with higher levels of agile practices demonstrate better perceived agility performance. The frequency of interactions between the team and stakeholders and the ability to adapt to changes were the dimensions most positively impacted by agile practices. Additionally, the interaction between development teams and managers showed a strong correlation with agility indicators, reinforcing that structured communication is a critical factor for project success. The research has limitations related to the sample size, which may restrict the generalization of the results. Additionally, the study is based on the respondents' perceptions, which is not an objective criterion. It also analyzed only the perspective of the clients of digital products, without aiming to examine the teams providing the technological solution. This study provides practical insights for public sector managers, demonstrating that adopting agile methodologies can improve governance and efficiency in project execution. The findings can guide strategies to mitigate institutional challenges and enhance the implementation of agility in the public sector. The research contributes to the modernization of public administration by demonstrating that agile practices can increase efficiency and the ability to deliver value to society. Additionally, the findings can support public policies focused on government innovation. The study stands out for applying a quantitative assessment model of agility in the context of the federal public administration, a topic that has been little explored in national literature, as far as can be determined. By measuring the relationship between agile practices and perceived performance in public projects, this research provides a relevant contribution to the field of public management and governmental innovation.
