Resumo
Purpose: This study aims to understand how Individual Microentrepreneurs (MEIs) engage with the social security education policies provided by the state, analyzing the challenges they face in accessing information and social security benefits. The research seeks to identify gaps in the dissemination of social security knowledge and propose improvements to enhance participation and the effectiveness of these policies. Methodology: The research adopts a qualitative approach, based on eleven semistructured interviews with MEIs in the city of Vitória da Conquista (BA). The participants were selected from events organized by the Municipal Government. The interviews were transcribed and analyzed through thematic categorization, using the Atlas.ti software to identify discursive patterns and recurring responses. Additionally, an analysis of the most frequent words was conducted by creating a word cloud to visualize the most relevant expressions and terms in the MEIs' perceptions of formalization and the challenges faced in the process of contributing to the INSS. Findings: The results indicate that most MEIs lack knowledge about social security rules, including benefit eligibility criteria and the importance of contributions. The study reveals that this lack of knowledge leads to low participation in the system, as well as difficulties in accessing social security rights. Participants expressed concerns regarding the financial return of their contributions and bureaucratic challenges in obtaining benefits. A gap in public policies for social security education was identified, particularly a lack of targeted strategies for this group within the INSS’s Social Security Education Program (PEP). Research limitations: The conduct of this research involved issues that impacted both data collection and analysis. Although the large number of MEIs in the city could be seen as a facilitator, the main challenge encountered was access to these entrepreneurs, especially due to the limited time available for many of them to participate in the interviews. Another limitation of the research was related to the difficulties in understanding the Social Security system, and especially the lack of knowledge about the Social Security Education Program (PEP), which was originally a program to be investigated in the research. This lack of knowledge contributed to the production of inaccurate and, in some cases, evasive responses, requiring the researcher to adopt a careful approach to ensure proper interpretation of the answers. Practical implications: The results can be used by public administrators, entrepreneurship support organizations, and social security institutions to develop more effective strategies for educating MEIs about social security. Additionally, the findings can support the formulation of public policies aimed at increasing MEIs' participation in the social security system. Social implications: The study contributes to improving the social security inclusion of Individual Microentrepreneurs by highlighting the need for greater access to information and the simplification of social security procedures. By proposing strategies to expand social security education, the research strengthens the social protection of this group, reducing long-term financial vulnerability. Originality: This research stands out for addressing a highly relevant socio-economic topic with a specific focus on the social security education of MEIs, a category that represents the largest share of businesses in Brazil. The study contributes to academic discussions by highlighting the existing informational gap and the need for government actions tailored to this population.
