Resumo

This dissertation examines the role of Courts of Accounts as inducing agents of quality in municipal public education policies, focusing on the Court of Accounts of the State of Mato Grosso (TCE/MT). The research analyzes the contemporary role of these institutions, essential to the Republic, beyond their classical control and oversight functions, highlighting their capacity for technical guidance, interinstitutional cooperation, production of diagnostics, pedagogical action and induction of public policy quality. Based on the overview of the municipal education in Mato Grosso, the study reveals significant asymmetries among municipalities and the need for cost-effective interventions. In this context, it presents the experience of the Court of Accounts of the Municipality of Rio de Janeiro with the Science and Management for Education Programme (SMEP), and, drawing from its proven effectiveness and low cost, proposes its adaptation and implementation across municipalities in Mato Grosso under the technical leadership of TCE/MT and its collaborative bodies, specially the Permanent Commission on Education and Culture (COPEC) and the Articulation Cabinet for the Effectiveness of Education Policy in Mato Grosso (GAEPE/MT). The study concludes that the TCE/MT, with its institutional expertise, possesses all the necessary conditions to induce and guide the implementation of the SMEP in Mato Grosso, aiming to promote the quality of municipal education in the state and reduce its regional inequalities.
