Digitalização do sinal da televisão terrestre brasileiraprincipais fatores que transformaram o projeto em um caso de sucesso

Resumo

Purpose: This study investigates the determining factors that propelled the terrestrial television signal digitalization project in Brazil, initiated in 2006, to undergo a significant intensification in its implementation from 2013, culminating in a successful outcome.
 Methodology: The investigation was grounded in several inquiries raised about the subject. An exploratory research approach was employed, commencing with documentary research using primary sources, and supplemented by a qualitative study conducted with data gathered from semi-structured interviews. Based on the acquired information, a content analysis of the most pertinent themes was conducted, and through the researcher's interpretations and inferences, the initial inquiries were addressed, achieving the objectives of this study.
 Findings: The findings indicate that the primary factors that propelled the intensification of the terrestrial TV signal digitalization project in Brazil were the governance mechanisms employed and the stakeholders' motivation for its implementation.
 Research limitations: This study is delimited to events related to the digitalization of the Brazilian terrestrial television signal until May 2023, considering that, by that date, the process had not yet been completed in the country. Furthermore, the research is founded upon a limited literary corpus, various official documents, and interviews with professionals from both the public and private sectors who actively engaged in the process.
 Applicability: The knowledge derived from this study can be harnessed for both the public and private sectors in the formulation of public policies concerning topics related to technological advancement. This is due to the fact that its application will enable the implementation of the pursued policy to be more efficient and effective, thereby facilitating a swifter realization of its societal benefits.
 Originality: The investigation was conducted through a variety of federal government documents, such as technical notes, reports, laws, decrees, and ordinances, in addition to employing a semi-structured interview approach that yielded insights and interpretations not found within academic books or archives.
