Resumo
Many studies highlight the benefits of adopting active modes (walking and cycling), especially for school-age children, in particular health benefits, academic performance and integral development. Nevertheless, the numbers of active school transport have shown decreasing trends in recent years, as is noticeable in São Paulo. In contrast, the transport model based on private automobile generates countless problems for society and the environment. Recent studies also show negative effects on equitable access to educational services. São Paulo city has two main school transportation policies: the "Free of Charge School Bus" (TEG in Portuguese), which the government pays for van driver's to transport students from home to school (back and forth) when the distance between student´s home and school is larger than two kilometers or when the student has some kind of handicap; and the Student Free-Pass (PLE in Portuguese), that offers free public transit for students who live farther than one kilometer from school. The implementation pattern of these two policies shows that there is no concern on developing a sustainable system for school transportation. The present work was divided into two main objectives: organize conceptual theories about determinants of Active School Transportation (TAE in Portuguese) and to build a model to understand the specificities of São Paulo city. Each objective was developed in one chapter. The first one build a conceptual model on the determinants of school modal choice, descriptively analyzing the data from São Paulo and highlighting policies and initiatives on the globe according to the factors studied. The second performs a multinomial logistic regression with data from 2007 and 2017 OD Survey, in the city of São Paulo, emphasizing the importance of the adoption of active transportation by parents and the indirect route as positive factors, and car ownership and distance as negative factors to explain the students' active mode. It also call some attention to the school bus distribution policy and its risk considering the competition between school bus and active modes for commuting to school.
