The regulation of lobbying in Brazila case study

Resumo

The author analyses the Brazilian experience in regulating lobbying, by singling out the legislative history of a senator Marco Maciel's bill, originally introduced in 1984. The bill successfully passed the Senate and currently awaits a plenary decision at the Câmara dos deputados. This paper focus on the details of the bill, analyzing its strengths as well as its drawbacks. The author also compares Maciel's bill with the Federal Regulation of Lobbying Act, of the United States, from which the bill derived much of its logic.
