The organization and management of, the health servicesan evaluation of, the experience of Campinas, Brazil

Resumo

This article analyses the recent experience in the municipalization of the health services in Campinas. São Paulo state, Brazil. Three areas received special attention: the management of the system, the financing of the actions and the inter-institucional integration of the services. It is concluded that the main obstacles which hinder the development of the municipalization of the health services are related to the following factors: the absence of a managerial attitude able to give administrative rationality and continuity to the system; inadequate financing of the health actions which reinforces the low quality clinical attendance detrimental to the social and collective programs; and, finally, the difficulty of implementing an integration among the many institutionsof the health system.
