Securitização da Tríplice Fronteira Sul (1990–2025) e a legislação antiterrorista brasileiraum estudo sobre discursos e práticas nas políticas públicas de segurança

Resumo

This dissertation investigates the securitization process of the Southern Triple Frontier (1990-2025) and the creation of Brazilian counter-terrorism legislation, analyzing the discourses and practices within public security policies. The analysis suggests that Law No. 13.260/2016 and the robust public policy apparatus that followed were less a response to a concrete domestic terrorist threat and more the result of the internalization of an external security agenda, driven by pressure from the United States in the context of the Global War on Terror. Through an approach that articulates Securitization Theory, Orientalism, and the analysis of official documents, the work reveals a fundamental paradox: despite the substantial investments in plans, programs, and intelligence structures focused on combating terrorism, there is no empirical evidence proving the presence or operation of established terrorist groups in the region. It is concluded that the internalization of this agenda functioned primarily as a mechanism for geopolitical alignment, which prioritized an imported threat at the expense of more pressing endemic challenges, such as transnational organized crime. As its deepest legacy, the counter-terrorism legislation consolidated institutional channels that can facilitate external interference in Brazil's internal security, jeopardizing national sovereignty.
