Resumo

This study examines how major business organizations use discourse to defend their interests and influence public policies, focusing on government transitions in Brazil. The objective is to understand how the National Confederation of Industry (CNI) adapts and justifies its political and economic positions depending on the current President of the Republic. To accomplish this, the research analyzed 518 official position papers issued by the entity between 2012 and 2025. The analysis was conducted in two stages: first, computational processing was used to automatically map the overarching themes over the years; second, a detailed textual reading was performed to identify CNI's primary argumentation and persuasion strategies. The data reveal that CNI possesses a highly stable ideological "DNA" centered on economic conservatism, which accounted for 72.20% of its entire discourse throughout the 14 analyzed years. However, the priority given to each theme shifted significantly according to the political context. Dilma Rousseff's impeachment in 2016 functioned as a major window of opportunity: under Michel Temer's administration, CNI increased its public pressure to support liberal reforms, with a strong emphasis on the Labor Reform and speeches focused on "modernization." Under Jair Bolsonaro's administration, the focus shifted toward privatization and infrastructure concessions, while labor issues lost momentum since they had already been approved. Finally, the transition to the Lula 3 administration demonstrated the entity's adaptive capacity: following the approval of Central Bank autonomy, CNI strategically allied with the government to publicly criticize high interest rates, while simultaneously reaching record levels of criticism against state intervention in the economy. The study concludes that CNI builds its political influence through a "strategic silence" on moral and cultural issues (such as gender agendas or reproductive rights) and a "selective neutrality." By isolating social debates and focusing strictly on technical arguments, data, and economic reports, the organization successfully transforms industry interests into a narrative of technical necessity and national progress, thereby safeguarding its credibility and access to power regardless of the administration in office.
