Resumo

Objective: This study aims to analyze institutional initiatives designed to promote female leadership within the Brazilian federal public administration, identifying the mechanisms, organizational arrangements, and strategies adopted to expand women's participation in leadership positions, as well as the challenges related to their implementation and institutionalization. Methodology – This is a qualitative study of a theoretical-empirical nature, based on a literature review and documentary analysis of initiatives developed by the PGFN and the AGU to promote female leadership, with particular emphasis on the “Elas por Elas” mentoring program and the policy of reserved positions for women in leadership roles. Results – The findings show that the underrepresentation of women in positions of power results from structural, cultural, and organizational factors that reproduce gender inequalities within public institutions. They also demonstrate that mentoring programs, affirmative actions, representation targets, and regulatory instruments constitute relevant mechanisms for promoting female leadership and fostering the institutionalization of gender equity. However, it was found that the effectiveness of these initiatives depends not only on their formal regulatory framework but also on their incorporation into organizational culture and institutional practices. Limitations – The research is based predominantly on secondary and documentary data, without conducting interviews or other primary data collection techniques, and is limited to two specific institutions within the federal public administration. Practical implications – The study provides support for improving public-sector policies related to human resource management, diversity, and gender equity. Contributions – As a social contribution, the study highlights the strengthening of the debate on gender equality, representativeness, and the democratization of decision-making spaces within the State. Originality – The study lies in the articulation between institutional theory, gender studies, and the empirical analysis of recent initiatives within the federal public administration, contributing to the understanding of the institutionalization processes of female leadership in the Brazilian public sector.
