Resumo

Purpose: The research aims to analyze female representation in places of honor, zooming out official ceremonies of the Federal Government. Methodology: The study adopted a content analysis approach to examine the visual coverage of honor devices in the inauguration ceremonies of state ministers and presidents of local authorities and public companies. Findings: The research results revealed a limited presence of female representation in places of honor at official Federal Government ceremonies. The analysis of the results shows that the lack of female representation in places of honor at official Federal Government ceremonies is a consistent phenomenon across different government cycles, regardless of the political ideology of the governing coalition. Although there are variations in the rate of female representation among the different governments, the predominance of men in places of honor remains a constant, reflecting persistent structural and cultural challenges in gender inclusion in spaces of power and decision-making. Research limitations: The research was limited to analyzing only images of inaugurations of ministries, as well as presidents of local authorities and public companies, except for Federal Educational Institutions, with the ceremonials of other bodies that make up direct and indirect public administration not being subject to analysis., such as secretariats, Chamber of Deputies, Federal Senate, Courts, public foundations and mixed capital companies. In most images, as well as in the texts that accompanied them, there was no reference to the nominal composition of the honor device. There were also not enough references about the people who spoke at the ceremonies analyzed, nor the other guests present, making it not possible to easily identify all the actors. There was also difficulty finding digital records of ceremonies prior to 2011. Practical implications: The research was limited to analyzing only images from the inauguration ceremonies of ministries, as well as presidents of local authorities and public companies, excluding Federal Educational Institutions. Other public administration bodies, such as secretariats, the Chamber of Deputies, the Federal Senate, Courts, public foundations, and mixed capital companies, were not included in the analysis. In most images, as well as in the accompanying texts, there was no reference to the nominal composition of the honor device. There were also insufficient references to the individuals who spoke during the ceremonies, nor to the other guests present, making it difficult to easily identify all the actors. The use of Google Images as a search tool did not allow the full recovery of all the ceremonies conducted, which limited the analysis to the images available and accessible through this platform. There was also difficulty in finding digital records of ceremonies prior to 2011. Social implications: Research results can contribute to the promotion of gender equity in various contexts, including the political, institutional, and social environment. By highlighting gaps in female representation, research can boost actions and public policies that seek to guarantee equal opportunities for men and women, combating exclusion and promoting diversity. Originality: This is a topic not frequently explored in the literature regarding gender discrimination, which illustrates the lack of representation in spaces of power and, consequently, of speech, using as a locus the official ceremonies of the Federal Government and the occupation of its honor devices.
