Resumo
Objective: This study seeks information that provides insight into the following research problem: How is female leadership in the Brazilian Federal Revenue Department (RFB) perceived by team members who report to them? Along these lines, we aim to comprehend the perspective on human relations, team management, and public interest of those who report to a female leader. Methodology: The descriptive quantitative method was adopted. The research design was a non-experimental data collection through a survey. The data collection instrument was a closed-ended questionnaire, with only one open-ended question at the end. Results: The results showed that in this sample, both male and female perceptions regarding female leadership was positive and aligned with theory. Female leadership characteristics featured in this study included interpersonal relationships, care, and concern for the team. Additionally, competencies such as ethics, integrity, institutional image, and adherence to norms were verified. Furthermore, attributes such as active listening, feedback, and empathy were identified and valued by all team members who report to them, especially by females. Limitations: One limitation is that due to the non-probabilistic sample, it is not possible to generalize the results. However, the results are valid and represent the sample. Another limitation is that since the respondents were volunteers, the sample was concentrated in certain regions, resulting in an imbalance. The largest proportion of respondents is in region 07 (34.8%), followed by regions 08 (18.4%), 06 (15.2%), and 02 (12.6%), which together represent 81% of the sample. Practical Contributions: In 2022, the RFB had 26% representation of female leaders in both appointed positions and positions of trust. Based on a study by Sindifisco (2023), the organization’s representation of female leaders is significantly below the average in the executive division (40.8%), which has a negative impact. With this in mind, this study can contribute to the relevant sphere that defines strategies to encourage and strengthen female participation. Social Contributions: The RFB can benefit from research to promote gender equity in leadership. Therefore, a deeper study of female leadership strengthens diversity and representation, which can even impact the improvement of public policies. Originality: This study stands out for having a differentiated perspective and for understanding the differences in leadership. There is a gap in the literature regarding this viewpoint - the perspective of the team members with female leaders. It is relevant to understand whether any differences are perceived between female and male leadership, and whether these differences are interpersonal or related to gender.
