Profissionalização legislativa e padrão de carreira dos deputados estaduais nas Assembleias do Rio de Janeiro e de Minas Gerais

Resumo

This study analyzes the impact of the legislative professionalization in the career pattern of the deputies in the States of Rio de Janeiro and Minas Gerais. For this purpose, it develops a measurement of professionalization that suits the brazilian reality, taking into account the index created by Squire (1992), who argues that the professionalization of the state legislative, in the United States, is due to the governmental structure that has undergone great changes over the past forty years and its causes and effects should be studied carefully. Therefore, it was used a database of professionalization for the years 2002, 2006 and 2010 in the Legislative Assemblies of the States of Minas Gerais (ALMG) and Rio de Janeiro(ALERJ). The hypothesis tested is that the more professionalized the institutions are the more resources and greater incentives they provide for their members to try the reelection and succeed in their strategy.
