Resumo

A range of basic income (BI) policies has been implemented, with varying scope and scale, across multiple countries as a response to the necessity of halting productive activities during the COVID-19 pandemic. In Brazil, there has been notable growth in municipal-level basic income initiatives utilizing social currencies. This trend is remarkable due to the increasing number of municipalities that have adopted comparable models in recent years, following the pioneering example set by Maricá, which launched its basic income program using the local currency "mumbuca" in 2013. The replication of these models has been facilitated by the adoption of the e-Dinheiro payment platform, managed by the Instituto E-dinheiro, the primary social organization responsible for processing social currency transactions nationwide. Nevertheless, implementing public policy projects based on social currencies entails multiple challenges. These difficulties can be addressed by leveraging data and insights generated through user transactions within the e-Dinheiro payment platform. Still, data sharing must be approached with caution, as it must simultaneously ensure the protection of citizens' privacy and facilitate analysis by policymakers. The central objective of this research is to propose a set of design principles to guide the sharing of data within social welfare programs utilizing social currency payment platforms. These principles were developed based on an analysis of data-sharing practices employed by Instituto E-dinheiro. The research question guiding this thesis is: "What design principles inform novel data-sharing practices and contribute to the sustainability and enhancement of public policies rooted in social currencies?". The research results culminated in the following foundational design principles: (i) Data Literacy and Capacity Building; (ii) Governance and Transparency; (iii) Technological Collaboration and Innovation; (iv) API-based Data Protection; and (v) Integration and Advanced Analytics. The systematization of these design principles enriches existing scholarship by providing detailed abstractions suitable for the practical implementation of the artifact. Additionally, these principles carry practical implications, as they may influence management approaches and drive improvements in public policies.
