Resumo

This work deals with a class of employees who develop, monitor and evaluate the policies implemented by the Government of the State of São Paulo, the Public Executives. Most of these professionals have solid academic backgrounds and knowledge of the public sector, acquired through experience gained from working across various State Secretariats and other entities both direct and indirect administration, covering diverse professional domains. Despite the high number of employees and their presence in more than 92% of the Departments, this group lacks a defined career trajectory and has been advocating for progression opportunities for several years. Although the position originated in the late 1970s, it proves to be incredibly current and aligned with what scholars of New Public Management advocate, which is the establishment of versatile roles capable of operating across all Secretariats and sectors within public administration. The work includes data on access, duties and functional evolution of Public Executives; information about training and areas of activity and some of the employees’ perceptions concerning the career; and proposes a discussion on modernizing the public sector positions.
