Resumo

This study aims to understand the process of implementing the affirmative policy in the PGFN, in accordance with Law nº 12.990/14, and its consequences for Public Administration. Methodology - A case study was carried out on the implementation of the public policy of affirmative action, in the form of reserve of jobs, which took place in the competition for the career of Attorney of the National Treasury in 2015. We sought, through data collection, to understand how the implementation of the mentioned public policy led to the final result of the event. Descriptive statistical analysis of the data related to the civil service exam was used, as well as content analysis of the data related to the interviews, which were of the semi-structured type, with a previously prepared script. Findings - The analysis of the data collected, both through statistical analysis and content analysis, shows that the exclusion of black people from the elite jobs of the public service staff is persistent even after the approval of Law nº 12,990/14. It was demonstrated by the statistical data that the solution for the low presence of afro-descendants is not solved only with the adoption of the reservation of job vacancies. Research limitations - The main limitation of the research is that the application of the vacancy reserve law is relatively recent, so that only one civil service exam was held with its application in the PGFN. In addition, future research can assess developments in the insertion of Afrodescendants in the career of Attorney of National Treasury, such as whether they were the target of prejudice, if there was a career increase in percentages compatible with the other attorneys. In addition, it will be possible to investigate whether they started to occupy relevant positions in the institution’s hierarchical structure. Practical implications – Based on these results, the organization can use other affirmative policy strategies to increase the percentage of afro-descendants in its staff, such as the creation of a scholarship program for people of African descent, the granting of bonuses in the score of self-declared blacks and the displacement of the heteroidentification board to after the first phase of the contest. Social implications - By identifying that affirmative policies are not having the expected result, and, considering that their adoption had a political and social cost, it is expected that this study will contribute so that the State response to society’s demand may be more adequate and more consistent with social concerns. Originality - For all that has been researched, and, although we have found generic studies, such as those carried out by IPEA and cited in this paper, which focus on the analysis of the racial issue itself, there has not yet been an exhaustive study on the implementation of the affirmative policy for people of African descent in elite civil service exams, especially in relation to the career of Attorney of the National Treasury.
