Resumo
Despite its complementarity, practices of strategic planning and of management and quality of the public service have received alternating emphasis throughout the Brazilian political history, linked to perceptions about role of the State. In the municipal administrations this debate acquires particular relevance and complexity given the history of urban expansion with limited planning efforts, high concentration of population in these areas and the need for integration of a number of instruments and guidelines proposed by the 1988 Constitution and the Statute of the City. This study aims to systematize the history of these debates in Brazil, without any intent to exhaust it, and present brief contributions on the current status of planning and management in municipalities.
