O uso de dados e evidências na tomada de decisão de políticas públicasum estudo de caso do programa cientista-chefe do estado do Ceará

Resumo

Purpose – This work aimed to address the topic of data and evidence usage in the decisionmaking process of public policies, from the perspective of the case of the Chief-Scientist Program of the State of Ceará. Its main objective was to investigate the process of construction and the dynamics of collaboration in the University-Government partnership found in the Program. Methodology – It was used a typical methodological procedures of an instrumental qualitative case study, with data treatment conducted through content analysis method to code ideas found in the conducted interviews and infer results about the considered research problem, also resorting to triangulation with secondary data. Semi-structured interviews were sought to be conducted with researchers, policy makers and practioners who were involved in the formulation and/or implementation of the Program. The technique of snowball sampling and the principle of saturation were applied for the selection process of the interviewees. Findings – In addition to proposing a categorization of the constituent elements of the University-Government partnership model in the Program, the study also provides an evaluation of the different facets of what can be considered success in the implementation of partnerships between researchers, policy makers and practioners for the utilization of scientific knowledge in public policies. Research limitations – The main limitations of this work relate to the difficulties encountered in the sample selection process, which was limited to the context of the reference network reached through the snowball method, and the relative scarcity of more detailed public information sources regarding the implementation of the Program. Practical implications – The guide of innovative management practices found in the University-Government partnership analyzed, can provide support for the formulation of policies to promote scientific research and technological development, taking into account the importance of strengthening the dialogue between academia and government to address public problems with solutions based extensively on the use of data and evidence. eng
