Inclusão digitalanálise técnico-estrutural dos objetivos nos PPAs da União e dos estados (2012 – 2027)

Resumo

The dissertation investigates the structure of digital inclusion policy objectives in the MultiYear Plans (PPAs) of the Federal Government and the states over four cycles (2012–2027). It employs a systematic documentary analysis with a coding protocol of objectives across six dimensions: specificity, mode of implementation, timeframe, indicator, beneficiary, and responsible actor, to assess their degree of structuring. The study finds a predominance of partially structured formulations: indicators and responsible actors appear frequently, while timeframes and instruments are rarely specified, and both the precision of content and the identification of beneficiaries vary among entities and cycles. In practical terms, the observed design resembles a map with a destination and a driver but without a schedule or tools, which reduces predictability, coordination, and effectiveness. It recognizes limitations arising from the textual heterogeneity of the PPAs, the reliance on documentary sources, and the absence of causal verification regarding implementation and its effects. As a contribution, it presents a verification matrix that offers criteria to improve the formulation of objectives and strengthen the federative governance of digital inclusion.
