WiFi Livre no município de São Paulo

Resumo

In the present paper, we investigated the “Programa WiFi Livre SP Program”, a public policy maintained by the Municipality of São Paulo, whose objective is to ensure the population free and quality Internet access through the provision of wifi signal in the main squares of the city. Specifically, we sought to address suggestions for the expansion of the program, which, although successfully, already has a monthly average access rate of more than ten million, besides serving two million unique users (equivalent to more than 15% of the population in São Paulo), has challenges imposed on its expansion, taking into account geographic aspects of the city of São Paulo and the expressive portion of its population that has little or no access to the Internet. Added to these challenges are other aspects: the financial, given that the program entails high annual spending by public administration, which fully finances the availability of access; the difficulties related to protection and privacy of citizen data, especially considered the recent legislation related, such as the “Marco Civil da Internet” (Brazilian Civil Rights Framework for the Internet) and the Brazilian General Law of Data Protection. Thus, in order to present a diagnosis that addresses these issues, we conducted a bibliographic review on the subject, interviews with experts and benchmarking of international and domestic experiences. With this analysis, we seek to present recommendations and critical contributions, considering the premise of expanding free and quality wifi service to the São Paulo population, with no cost to the public treasury, in line with current legislation and respecting the privacy of the citizen's personal data.
