O impacto da LGPD no desenho da política de governança de dados nos municípioso caso de Belo Horizonte

Resumo

This work analyzes the design of data governance policy in Brazilian municipalities, taking the city of Belo Horizonte as a case study. In this sense, a documentary research was carried out on the websites of the official newspapers of the aforementioned municipalities, in addition to collecting additional material on the official websites of the city halls. Furthermore, a review of the main legal frameworks related to the subject was carried out, as well as an analysis of data on the technology structure of Brazilian municipalities. The research is supported by the literature on data governance and public policy design. The work verifies that the advent of the General Data Protection Law (LGPD) changed the trajectory of data governance policy in the analyzed municipalities, as the implementation of the law changed the chain of responsibility of the actors involved in the process. The LGPD encouraged the redesign of municipal data governance policies, favoring the emergence of new actors in this process, such as municipal oversight bodies.
