Resumo

Fernando is the manager of the Córrego Limpo Program, a project led by the São Paulo’s Sanitation Company (Sabesp). His key responsibilities are to decide when, how, and which urban rivers and streams of the Metropolitan Area of São Paulo will be intervened with depollution actions carried out by the Program. Conducted in partnership between Sabesp and the region’s town halls, the Program poses several challenges to managers responsible for implementing and executing it, just like Fernando. This case study describes one of such challenges that Fernando faced at work: the dilemma of needing to choose between two streams to be included in the Program, given the many resource constraints, the way stream margins were occupied by the population and the relationship between Sabesp and the Town Hall of São Paulo – not to mention the underlying consequence of the decision, that is, which of the two streams-neighboring communities the policy would be privilege. The Córrego Limpo Program aims at depolluting urban rivers and streams through the expansion of wastewater collection and treatment. Nevertheless, the historic patterns of urbanization of the Metropolitan Area of São Paulo made many urban streams to suffer the consequences of disordered urbanization, with riverbanks being occupied by socially vulnerable populations and irregular housing facilities. That, combined with governance difficulties between Sabesp and town halls, entails significant limits to the possibilities of expanding wastewater infrastructure. Thus, Sabesp frequently hast to make decisions regarding how to best use in the short-term the available resources. In one of such contexts, Fernando must choose: which of two streams he will select for the policy? Which of the communities will have to wait for a later opportunity to have access to sanitation? Thus, the case study deals with questions related to public policy implementation, intersectoriality and governance, not to mention sanitation, environmental and socioenvironmental conflicts that derive from water bodies’ restoration actions.
