Resumo

Purpose: to analyze Collaborative Governance in the management of Conservation Units in the City of Rio de Janeiro and its relevance in the design of the Parques Cariocas Program, considering the perspective of Sustainable Development. Methodology: qualitative research, with collection and analysis of primary and secondary data. Secondary data represented by documents related to the participating Conservation Units and the Parques Cariocas program. Primary data resulted from data collection conducted through semi-structured interviews with stakeholders impacted by the management of the Conservation Units or directly involved in the development of the Parques Cariocas program. Findings: the study revealed that, although the Parques Cariocas Program involved multiple stakeholders in its conception, its implementation occurred at the senior management level, without consulting stakeholders or involving social participation in its design. The program presented the concept of Sustainable Development in an instrumental manner, with a strong economic weight, to the detriment of the social and ecological dimensions. Despite being presented as an ambitious initiative by the Rio de Janeiro City Hall and one of the largest green space redevelopment programs in the world, the Parques Cariocas Program fails to consolidate a Collaborative Governance approach capable of supporting the principles of sustainable development in an integrated manner. Research limitations: difficulty in obtaining the participation of residents of communities located around the parks that will be granted and in maintaining parity in the representation of the group of advisors of the conservation units. Practical implications: point out recommendations, according to the academic literature in the area, for the practice of Collaborative Governance in the management of Conservation Units, aligned with the concept of Sustainable Development. Social implications: encourage social participation in the management of protected areas. Originality: there is little research on the granting of municipal Conservation Units and social participation in the management of these areas.
