MOTIVATIONS AND BOTTLENECKS OF THE WARRANTY POLICY FOR THE MINIMUM PRICE OF SOCIO-BIODIVERSITY PRODUCTS IN AMAPÁ

Resumo
This paper analyse public policy in the context of rural Amazonian populations, with example of warranty policy for the minimum price of socio-biodiversity products (PGPM-BIO). The objective is to understand, from the perspective of açaí gatherers, the motivations and bottlenecks that lead them to not to access the policy and therefore receive the subsidy to which they are entitled when selling below the minimum price. The research was carried out with gatherers from Mazagão, second municipality of the Amapá state in terms of fruit production. The methodology used was bibliographic research, documentary investigation, field diarywork, focal group, application of questionnaires and interviews. The results of the research show that the motivations are linked to four main bottlenecks that discourage gatherers and prevent them from attaining the PGPM-BIO: 1) little dissemination of qualified information for the producer; 2) the informal, relational based model, the supply chain governance; 3) the absence of internet infrastructure; and 4) the use of bureaucratic means remain that are distant from the gatherers’ reality. The PGPM-BIO, despite starting from the rural workers’ demands and being relevant as a supplement of income, has little impact on açaí gatherers in the north of the country, and in particular in Amapá.
