Restrições no processo de internacionalização de políticas públicasestudo de casos no Nordeste brasileiro

Resumo

This article examines the main constraints on the internationalization of public policies by state governments in Brazil’s Northeast region, comparing them with international experiences from the literature. The objective was to identify patterns in policy diffusion, focusing on four cases from the region. The qualitative research combined a systematic literature review, semi-structured interviews with public managers, and analysis of documents on these experiences. The results show that constraints predominantly occur at the institutional, operational, and structural levels, aligning with international literature but with regional particularities. Although following global trends, the limitations in the Northeast have local specificities. Overcoming them requires adapted international cooperation, flexible strategies, and the strengthening of paradiplomacy. The study contributes to an emerging debate in the region, highlighting the importance of context in policy transfer and implementation.
