Resumo

Objective: This dissertation analyzes how the social oversight support instruments provided by the Amazonas State Court of Auditors (TCE-AM) have contributed to strengthening citizen participation and the effectiveness of public management oversight in the state. Methodology: This research adopts a qualitative and descriptive approach, using documentary research as its methodological procedure. The focus is on analyzing the performance of the Ombudsman's Office of the Amazonas State Court of Auditors (TCE-AM) as an instrument to support social oversight. Results: The documentary analysis of the TCE-AM Ombudsman's Office reports between 2017 and the first quarter of 2025 highlights significant advances in institutional efforts to strengthen social oversight. Access channels have evolved, with emphasis on the digitization and inclusion of platforms such as websites, WhatsApp, QR codes, and electronic billboards. In 2024, 82% of complaints were received digitally, indicating public engagement and modernization of services. The most frequent reports were reports of irregularities, representing over 70% in several years. The number of anonymous reports was also high, but the number of identified reports also increased, indicating increased institutional trust. Projects such as "Aluno Ouvidor" (Allower Listener), "Ombudsman + Presente" (Ombudsman + Present), and "Citizenship Circles" promoted education for social oversight, decentralized actions, and engaged with the rural population. Participation in inter-institutional networks and coordination with the Comptroller General's Office, the Public Prosecutor's Office, the Public Defender's Office, and state secretariats demonstrate integration and expanded public outreach. Ongoing institutional training and evaluation initiatives were also identified, using indicators, Power BI, and satisfaction surveys with high approval rates (86% in 2024). Limitations: The study faces limitations such as the lack of standardization in Ombudsman reports, difficulties in measuring long-term impact, the predominance of anonymous reports, and access barriers in isolated regions. Practical Contributions: The research suggests improving feedback to citizens, expanding the internalization of actions, using clear and accessible language, and deepening qualitative analyses of user profiles. It also highlights strengthening evidence-based management as a path to institutional innovation. Social Contributions: The research reinforces that social oversight depends on receptive institutions, qualified listening, and effective feedback. It highlights that the TCE-AM Ombudsman's Office has established itself as a space for mediation between society and the State, promoting citizen education, transparency, and active participation. Originality: The work innovates by integrating data from the TCE-AM Ombudsman's Office reports with the contemporary theoretical framework on social oversight, providing a critical and contextualized reading of the Amazonian reality and the challenges of public governance in the region.
