Estudo sobre orçamento indigenista federaldesafios e limitações aos direitos e políticas públicas voltadas aos povos indígenas no Brasil

Resumo

The theme of this research is the rights of indigenous peoples and the budgetary instruments for their materialization. The expansion of the constitutional duties of the Brazilian state in the past 30 years, given the pluriculturality and the knowledge of the cultural specificities of indigenous peoples, is a dynamic and still challenging process to governmental political action, especially budgetary action. The objective of this article, therefore, is to describe the behavior of financial-budgetary resources of public policies aimed at guaranteeing and promoting the rights of indigenous peoples in Brazil, with an emphasis on those under the strict responsibility of the Federal Government. The data and information organized here allow us to analyze the evolution and programmatic distribution of resources of what we can the Federal Indigenous Budget (Orçamento Indigenista Federal – OIF), focusing on the actions and programs of the Brazilian Federal Government. The effort was undertaken, even if not exhaustive on the matter, intends to collaborate with the elaboration of an institutional proposal for the gradual and progressive monitoring of the OIF. Contributions are necessary for the construction of data and indicators that will improve the transparency of the performance of the Brazilian State, its capacities and priorities within the scope of policies aimed at indigenous peoples. It is believed that these are the foundations for building debates and ideas that will converge to the design of mechanisms that enable greater participation and social control – corollaries of a democratic state of law.
