Resumo

This dissertation analyzes the institutional trajectory of the Fundação Municipal de Ensino Superior de Marília (FUMES) within the context of the successive administrative reorganizations that led to the current configuration of the FAMEMA Complex. The study is based on the observation that FUMES, created in 1966 to support the establishment of the Faculdade de Medicina de Marília (FAMEMA), remained operational even after the transformation of FAMEMA into a state special-regime autarchy in 1994 and the creation of the Hospital das Clínicas da Faculdade de Medicina de Marília (HCFAMEMA) in 2015. The research aims to understand how administrative reforms, decentralization processes and managerial flexibility strategies contributed to the persistence of the municipal foundation within an institutional arrangement substantially different from the one for which it was originally designed. Methodologically, the study adopts a qualitative, documentary and legal-institutional approach based on the analysis of legislation, normative acts, agreements, administrative records, financial statements, historical documents and specialized literature on public administration, administrative decentralization, public foundations and state reforms. The findings demonstrate that the trajectory of FUMES reflects different cycles of administrative reorganization in Brazilian public administration. Originally conceived as an instrument for the expansion and decentralization of higher education, the foundation progressively assumed responsibilities related to healthcare services, becoming a central component of the teaching-healthcare complex established in Marília. The transformation of FAMEMA and, later, HCFAMEMA into state autarchies transferred the formal responsibility for higher education and hospital care to state entities, without fully incorporating the administrative, patrimonial and workforce structures historically linked to the municipal foundation. The dissertation concludes that the persistence of FUMES results from an institutional reorganization process initiated in 1994 and not entirely completed. The case demonstrates how successive administrative reforms may generate overlapping and enduring organizational structures, in which entities created for a specific historical context continue to perform residual or complementary functions after their core responsibilities have been transferred to newly established public organizations.
