Resumo

This study aimed to analyze the challenges faced by innovation ecosystems oriented toward sustainable development, based on the premise that the presence of territorial assets—such as higher education and research institutions, human capital, and natural resources—is not, by itself, sufficient to ensure the development of sustainable processes. Consequently, particular attention was given to the coordination and collaboration capacities among territorial actors, focusing on the case of the Southern Coast Territory of Bahia (Território Litoral Sul – TLS), Brazil. A qualitative, descriptive, and exploratory research approach was adopted, based on secondary data, including institutional documents, socioeconomic indicators, territorial studies, and academic literature. The analysis comprised territorial characterization, stakeholder mapping, the examination of the Scientific and Technological Competence Mapping System (SIMCC) and the Local Innovation Ecosystems (ELI) methodology, as well as an in-depth analysis of Serra Grande, a district of the municipality of Uruçuca. The findings allowed the identification of five institutional factors related to collaborative governance: territorial asymmetries; fragmentation among actors and initiatives; the recent consolidation of the territory's scientific and technological infrastructure, reflected in the lower density of science, technology, and innovation (ST&I) institutions compared with more mature innovation ecosystems; the relevance of governance-support instruments, such as SIMCC and ELI; and limitations in the design and institutionalization of these instruments for continuous action at the regional scale. The study concludes that the challenges of collaborative governance in the TLS stem less from the absence of assets or initiatives than from the capacity to articulate them through continuous mechanisms of coordination, trust-building, and the shared production of knowledge about the territory.
