Resumo

In pursuit of the fulfillment of their rights, pressure was applied by the National Movement of Population in Street Situation (MNPR) in 2011. The Specialized Center for Citizenship and Human Rights (NECDH), an organ of the Public Defender of the State of São Paulo (DPESP), begins to search for means to implemente this legal assistance to the target audiences by its professionals. A partnership is established between the Franciscan Solidarity Service (SEFRAS), the Federal Public Defender Office (DPU) and the Public Defender Office of the State of São Paulo (DPESP). The service begun in September of the same year. This integration provides for dialogue between institutions and social organizations and movements, in addition to expand the access of the homeless population to their rights. However, as much as the place is cozy to the homeless population, it is a small place and the service only happens two days a week. Often the users need to return, as the system used by DPESP is only available within its infrastructure. In 2014, a new DPESP headquarters is inaugurated and there is an intention to take the service to this new location, without the possibility of maintaining the service located in SEFRAS. Now, the dilemma is to decide, among those involved (DPESP, Civil Society and National Movement of the Population in Street Situation), if this change should be done or not.
