Resumo

In the present context of increasing urbanization and new economic opportunities, the relationship between local economies and government emerges as a strategic area in development promotion. Under the condition of democratic consolidation and State reform, accountability processes are associated to the citizen’s capacity in acting towards the definition of collective goals and creating institutional mechanisms that guarantee the public control over State action and its leaders, increasing governability and, if not the efficiency, the efficacy of public policies and its management processes. This work has the intention to foster the understanding of the role of financing multilateral agencies in Local Development initiatives, namely, to appreciate and critique these programs in their capacity to recover and improve social legitimacy of government actions towards development and democracy. In a specific way, this work seeks to comprehend the notion of interest groups and civil society cast within the contracts fostered by these agencies, as well as, the relevance conferred to these by the technicians that formulate and implement these local development plans, here understood as governance structures. By investigating these aspects, this research aims to contribute for the debate surrounding the challenges and dilemmas for the implementation of urban development programs fostered by local governments and multilateral agencies.
